摘要(Abstract)：

2020年新冠肺炎疫情的爆发,暴露出我国公共卫生治理体系的诸多不足。建立公共卫生体系与医疗服务体系、医保体系的融合与协同机制,已经成为新时代下国家重大战略需求。本文基于"协同"治理与"整合"治理框架,首先设计了促进医防融合与防保融合的理论机制;然后选取两个典型案例,对融合协同实践进行案例分析;最后提出促进我国公共卫生体系与医疗服务体系、医疗保障体系融合协同的政策建议。
