新冠肺炎疫情应对的国际比对和核心能力建设International Comparison and Core Capacity Building in Response to COVID-19

摘要(Abstract):
针对2019年爆发的新冠肺炎(COVID-19)疫情,各国采取了不同的防控策略,中国果断打响疫情防控阻击战并取得了重大战略成果,提高了我国应对突发重大公共卫生事件的能力水平。本文从人类社会行为的深层次精神和文化层面出发,提出了公共卫生应急管理由里及表的多层次系统,分别是价值观—信仰、规则、体制—防疫措施—城市系统运行与治理。在该系统框架的基础上,以新冠肺炎疫情为例进行了突发公共卫生事件应对策略的国际比对,包括定性比对和基于相似度评估的定量比对,分析比较了各国防控措施的差异性,为我国的疫情防控提供借鉴,也为世界范围内的联防联控奠定基础。
